I have updated the Code Speed Optimization SIG charter to take account
of the review comments from our first meeting and subsequent email
comments.

optimizations with considerable detail, which I've added to the
repository.

I encourage you to submit your own comments and suggestions for
projects (which can be one line at present). You can do this

We shall finalize the charter for ratification by TSC at our meeting
on 16 November.
