Confirming Chris Owen and Vincent Cui as chairs of the RVM-CSI SIG

Colleagues, I am pleased to confirm Chris Owen and Vincent Cui for the roles of chair and vice-chair, respectively, of the RVM-CSI SIG. Both Chris and Vincent had already been Acting Chairs for the group during its inception and have stepped up again to provide ongoing leadership. I'll forego padding this mail with the same biographical information that was already sent out previously and refer everyone back to the original announcement of the SIG formation: https://lists.riscv.org/g/software/message/214 Please reach out to them and join the group discussions to find out more about their plans for the next steps and the progress on getting a specification TG off the ground! On behalf of the entire Applications and Tools HC, I would like to express our gratitude to them for their tireless effort to the RVM-CSI started over the last weeks and months and for the groundwork they have laid for an upcoming RVM-CSI TG.
