what would be the privilege level if H extension is implemented because.
If this patch gets into the EBBR, we can just point to that then.

We cannot have just one blindly point to SBI specification. All SBI extensions
are defined as optional but certain SBI extensions become mandatory if hardware
lacks capabilities.

2) If underlying HW has PLIC + CLINT or APLIC + CLINT and does not have
