Summary: The proposal is to move vector AMOs from their current encoding to leave space for scalar subword AMOs, and to drop vector AMOs from the base application processor vector profile (they were already excluded from Zve* subset profiles). We'll rework the vector AMO encoding, but not in path for v1.0 ratification.
